Is the black market in the shops tab with the others? I can't find it, unless it's already gone again.

It's in the Shop tab, but it's only available to those who did the Whisper's Questline(I believe it is??). It's still available to everyone though to do the quest, you just need 4 Razan Cobra eggs and 10k. c:
On hiatus, PMs, orders and trades will be slow.
