i think it depends what you're looking to hire people in? there's a few threads in the hall of arts subsection "seller's gallery" of people looking for art if that's what you mean https://magistream.com/51-seller-s-gallery.html

That was my thread created by me years ago, I was always bumping it to keep it around, and it finally died off sometime in 2016-2017 due to my absence from the game.
