When I try to start the quest it just pops up with: You cannot accept that quest.
Does anyone know why this happens? I'm not a member yet so that's not it.
Anyone have any ideas?

Can you give the link to the quest you're trying to access? Are you trying to access the quest through a direct link, or through the World Map's Synara City? I went through the map to Synara City from the main page here on Magistream.
It shows the quest as "Still Animals" and shows the text that appears before you accept the quest. At the bottom is the "accept" "decline" options.
That is the message I get if I click accept. I have tried this on three separate occasions with the same result.

Do I need to leave my current guild to do this quest? Is that the issue?

To join the Artificer's you don't need to leave other guilds or associations. I tried looking at the behind the scenes stuff, and it looked like everything was in order there as well. I did reset the quest completely for you, can you see if it's working now?
