When I was going on a roadtrip to california and feeling particularly cheap, I managed to fashion myself my own self sustaining and painfully cheap AC.
All you need is ice
a bucket (or thermal packaging that keeps things cool?)
and a fan
You sit the fan on top of whatever you've dumped your ice in and it works like a charm! There might have been a few more steps but it's pretty easy to find tutorials on youtube. It's ideal if you have a means to refreeze water once it has melted, or maybe have a system of ice where you are continuously freezing new batches?
