I handed over the raza eggs and the 10k, I looked at the stream, obviously the shop is closed right now tho it said that the shop does not exist.
However, looking at both the keep and the stream, I can find nothing for the quest. I'm seriously confused..

I believe you can only do the quest when the shop is around.

*EDIT* as in, the quest only shows up when the shop is around.

Lola's correct. You'll have to wait until the full moon later this week. The shop/quest should be returning on Thursday night (or Friday morning if you wanna be technical): Nov 23rd, sometime around 12:40 AM EDT, according to this.

Since you have handed over the cobra eggs, and have the fang image in your profile that means you have completed the last part of the quest and therefore there isn't anything related to it showing anywhere.

Once the shop is open it will appear in the list of all the other shops over here: shops

So I don't have to find more raza eggs and fork over another 10k to get into the shop when it does roll back around? That's certainly a relief

They confused me at first, too, since no other pet site I'd played had them. You should check them out! You can get access to some really cool creatures and shops. There's even a free quest help thread on here if you need certain creatures/eggs bred:
