Only during the competition. After the competition ends, you'll be able to trade the creatures normally as well as use chocolate boxes on them.
The creatures will also be permanent stream creatures after the competition.

Yep, we can use all the usual ways to help them grow, it's only the chocolate boxes that we can't use.

Once we have adults, will they be breedable? Or do ALL of them have to be caught from the Stream?
*I prefer breeding competitions, but I love the team competitions in general*

The creatures will be able to breed, but not during the competition. This competition concentrates on the catch and raise aspect.

Ooh, this looks really exciting! I'm looking forward to it! I can't wait to see the new creatures and gather as many as I possibly can! (And I'm super glad it finishes before school starts for me, ahah)
