I think Rosehill mis-typed that one, she usually writes "up to and including". So I think she meant to write "including", especially since she writes "up to and including" in the creature release thread - 3-site-news/200404-creature-release-new ... #p21400905

It's only the Solstice event post that has the "until".

So I nabbed two Latrifa beasts from the stream and tried to use cookies on them but neither show up when I select the cookie from my inventory. I bought elephant snail eggs and chupacabra eggs and was able to transform them. Has anyone else had this issue?

Latifra Beast has to be an adult. The cookie works only on Latifra Beast adults, not eggs.
