The Black Market is open once a month, when the seller, Alethin, shows up, and is open around one week at the time.

People will post here when it's open but you can also keep track of it yourself: In your own profile, among your badges, you have a fang. That fang is the sign that comes with doing the Black Market quest. If you hover over it now, the text says: "You got this fang from Alethin. It's dull, and cold to the touch." When Alethin shows up the fang starts glowing, and the text changes too, can't recall the exact words but something about it glowing.

For those that have not done the quest before...can we go to the Keep and do the quest if someone posts here that the shop is currently available or is the quest availability unrelated to the shop being open?

It's only possible to do the quest when the shop is open.

It's like this - the shop opens when Alethin shows up, he's the one selling the creatures. And to do the quest you have to go meet Alethin. So the two are conected that way, it's all about when Alethin shows up. He has a schedule for when he shows up, but you guys haven't figured it out yet.

That's my guess too.

It was random, then settled into a schedule of appearing every 29-30 days and sticks around for a week. The last several times, Alethin's showed up 30 days after the first day of his previous appearance.

Sat April 1st, 2017 - Tues April 11th, 2017 (first run)
Sun June 4th, 2017 - Fri June 9th, 2017
Sat July 1st, 2017 - Sun July 9th, 2017
Wed September 6th, 2017 - Wed September 13th, 2017
Thur October 5th, 2017 - Thur October 12th, 2017
Sat November 4th, 2017 - Sat November 11th, 2017
Sun December 3rd, 2017 - Sun/Mon December 10th/11th, 2017 extended to Mon December 18th, 2017 (downtime)
Mon January 1st, 2018(about an hour before midnight) - ~Mon January 8th, 2018
Wed January 31st, 2018 - Wed February 7th, 2018
Thurs March 1st, 2018 - Thurs March 8th, 2018
Sat March 31st, 2018 - Sat April 7th, 2018

If I'm right, it has nothing to do with counting days. Also, the first three times were not random, only... a bit turned around.

The first three times, the shop disappeared on April 11th, June 9th, and July 9th -- all three of which coincide with a full moon we had in 2017. What IS still random to me is how long before a moon Alethin appeared.

A break in August - should have been September 30th or August 1st until August 7th if sticking with the theme. Then it got turned around.

The shop appeared
September 6th - full moon
October 5th - full moon
November 4th - full moon
December 3rd - full moon
January 1st - full moon
January 31st - full moon
(we didn't have a full moon in February)
March 1st - full moon
March 31st - full moon

That makes sense. I don't usually pay attention to what phase the moon is and my little computer calendar doesn't have any icons for that, so I never noticed it at all, only the length between appearances (basically monthly).
