The Tenebrae Foxes are permanent stream creatures, albeit not that common. The bunnies are made by using a Dusk Potion to change a Tenebrae egg(and may be able to breed later) . The Dusk Potions were limited to the Halloween event(but were only usable after).
So, limited-ish. If you have Dusk Potions you can make them.

Okay, I knew how to make them, just wanted to make sure I could make the bunnies at any time as long as I had the appropriate components cause this is maddening xD

Yup,as long as you have potions lft you can make them whenever, just like with the Valentine's items(since these won't expire).

Yes !! Used up all the potions I now have a family of Dusk Bunnies, an extra frozen egg and the rest are all hatchlings. So very happy

Wow. You hatch fast I haven't even hatched 10 Bunnies yet

Overall...I've hatched 4 bunnies, 2 which was sent as gifts and 1 is currently in a trade...so technically I only own 1 hatchling...I still have 7 potions left, I have other 7 live eggs I currently have to deal with and tenebre eggs are hard to get these days because the stream rarely "spawns" them...
