Where's the water shop?

You have to do the quest called "Vasial's Crush" in order to get there.
Doing the quest grants you membership to the Society of the Trident, which allows you to access the water shop. I'm trying to that quest now. :3

Not quite; the quest for the Society of the Trident is called "An Invitation", but it requires you to have finished "Vasial's Crush" to complete.
