Shouldn't be too hard at all, though if I do the changes to it, I won't do those changes yet till I get to your order first. Only being fair to the order people post.

He is a large black and blue dragon, black over most of his body, with light, almost aqua blue stockings fading into the top of his legs. He has a gem on the top of his head and a arrow-head shaped tail. His eyes are light blue, same colour as his gem and legs, and he has large horns, along with a spiky frill on either side of his cheeks. He also has large Bat-like black wings that has a claw at the joint.

Truth be told, his color scheme's pretty much white and black

his skin is quite pale- your generic anime character's skin tone i guess

-The right side of his bangs are noticeably longer than the left side (if he were to exist in real life the right side would be about 1.5 inches longer than the left side)
-His bangs sweep slightly to his right
-His silver/white bangs recede to the viewer's right
-His hair spikes up a little bit more in the front
-He always wears a silver ribbon tied to either (but never both) upper arm
-He is always wearing two belts: one for his pants and another that holds his little black book (approximately 5x7 inches).
-He has a scar parallel to and under his right eye
-The watch-like thing on his left wrist is a watch strap without the actual watch part. It is always a monochromatic color-usually white
-The four ribbon bands he has wrapped around each arm are usually one monochromatic color and one other color (not necessarily red)
-His necklace has a metal diamond (a single rod formed into the shape of a diamond) between the cord and the red gem
-His facial expression is usually stoic (he's one of those characters who is outwardly a psychopath but a really sweet guy)
