You could never type too much sweetie! Dis be important plot things here, quite honestly I'm getting a Puella Magi Madoka Magica vibe here, is it the same sort of concept? Is the Bureau harvesting something from the humans in this experiment or something?

just looked up Puella Magi Madoka Magica, and ohmygoodness, it looks frickin adorable. And yes, the plot actually looks similar in some places!
The Bureau certainly want the human's True Power. For one, they don't think humans are capable of handling it (look at those pesky emotions and inefficient decisions and things) and two, well, True Power and all that. It's pretty nifty to have. They also have to be very careful about how they go about things. Creatures of the ether are not designed to be able to have True Power, it was never the Bureau's purpose in the first place. And human beings were never designed to have it eased out of them, either. It's like the whole fabric of the universe is against their goals and everything that could go wrong for them, will at some point (hence dark fantasy). But they're playing the percentage game: if they have one chance out of infinity to get what they want, they're willing to do it. They have all the time they could possibly need to do it and no one to stop them.
But they have to be extremely delicate, because, if humans got to a certain stage they could totally wipe out the Bureau by blinking if they wanted to. They're not worried about it right nowbecause they've got their understanding and manipulation of humans down to a fine art, after studying them for so long. They've got plans in place to stop that from happening. Right now, most of the humans are pretty useless. Some people would consider that a mistake of negligence from the Bureau for allowing humans to become like this, but actually it's a pretty good move, because they can limit the developement of humans to a select few who they can control and experiment with better.
They have to get the humans to a very specific stage in order to make use of them. Too much and they're too dangerous, too little and theres no power in them. They're also missing two crucial elements that they're currently studying (to do with the titles, and to do wth the bond between avatar and human.)
also, I just realised that I haven't mentioned much about the Council at all, even though the entire first post is written from their perspective. They're just sort of the shining face of the Ether, really, the people that the Bureau hide behind. They are there mostly for show and to keep people happy - they handle the affairs of the Ether, but their every string is pulled by the Bureau. None in the Ether really know that, and heck, humans aren't really too aware that the Ether exists.
Unlike the Bureau though they have a genuine curiousity about humans. Perhaps if they had emotions they would even like them a little. But curiousity is really as far as it goes - they'd never put themselves into danger with the Bureau in order to help humans. They are however a little bit more benevolent - not because of emotional reasons... but if the Bureau's job was to run with logic for the best scenario, and the Avatar's job was to be guardians, the Council's job is "keeping people happy" or rather, balancing people's current needs and situations with the plan of the Bureau so as not to cause situations where there was unrest or uprising. They also keep all the records of everything that ever happened, including secret Bureau stuff (The Bureau don't have a place of operations, and theres no reason to hide things people never go looking for.) They are peacekeepers, recordkeepers and gatekeepers.
Most things in the Ether were built for a purpose, with few exceptions. Even the Bureau had a specific role to fill at one stage.

I'm glad I got the nudge! After reading what you've written Swho it's clear you've put a great amount of thought and preparation into this RP; in essence I've just realized it's true epicness XP
I'll be giving WhatNames a poke to discuss Joker/Judgment plots and such, I'd like to keep the majority a secret though to surprise you guys (with the exception of Swho). I'm trying to cook up something wacky and eccentric. . . although it'd probably be a huge flop.

Well I leave for a day and come back to things I'll need another day to read completely through. Thanks. And I wasn't done with the original posts. Swho, the Devil card is traditionally associated with mindless indulgence and rudeness and. I can just. See the ideas i skimmed over with Joker and judgement (who ************* me off so far bc too great) My design for The Devil is beginning to like them. And he's still just a husk of theory in my head. What do.
