The creature will not be breedable. To get the creature you also need an item "Ashen Feather" in your Inventory. Every time you breed a pair of phoenixes there's a chance of getting an Ashen Feather.

The creature will be able to breed eventually.
The Calidis Dragons are available only for those who contributed at least one phoenix or ice phoenix egg during the Calidis exploration quest stage "Hand in eggs".
