I have some contributions of my own! I'll try and group them to make things easier. These are all things that I personally have found useful. Some of them I've only used a lot, others I come back to again and again. I might end up adding to them depending on what else I find!
Anatomy and pose resources:
PoseManiacs is useful for all artists as a pose resource and because it shows the muscle structure instead of skin, it gives a good insight into the inner workings of the body. Some of the poses are a little stiff, though, but that's expected since it's all CG.
Senshi Stock on deviantart was set up initially to be a pose resource for Sailor Moon fan-characters. However, there are many useful poses for anything- spell-casting, sword-wielding, defeat, victory, even couples!

This post on Pixel joint covers some of the basics of Pixel art and is a good place to start for any newbie. Also covers anti-aliasing so it's great for a seasoned pixeller, too!
The Doll Tutorial Directory lists bunches of tutorials by dollers for dollers. I personally started out as a pixel doll maker, but some of the skills I certainly learnt as a doller (making palettes, how to texture, how to shade, how to lightsource etc) were invaluable for me when I branched out into pixel art. I'm sure there's bound to be something useful for someone who is just a pixeller- and if it makes someone branch out into dolling, then even better! ;)

The Spriter's Resource is an incredible resource for any pixel-artist, as it provides ripped sprites from almost any sprite-based video game you can think of. I tend to primarily use it for inspiration on spriting methods like dithering, as some of the older games made very effective use of texture to get the most of out a few colours.
Also very useful for things like Pokémon sprite recolours/fusions or using sprites in a signature. This one's truly a must-have!

This tutorial is all about texturing a watercolour piece with salt. I personally use regular table salt!

Colour Resources:
This colour blender is incredibly useful for creating difficult hue-shifts or gradient palettes without the use of Photoshop or similar. I used it to some degree for my current avatar.
ColourLovers is a huge colour and palette resource and a huge source of inspiration if you're inspired to use a colour when you see it. Really great site!
Character design resources:

The Page of Generators is an old favourite of mine and has been useful for me when I need to think something up but I'm having trouble with it. Very useful for generating anything you might wish for- planet names, currency, story prompts, furry characters, bishonen, magical girls and even little ponies!
Fashion Era is a great resource for anyone wanting to design or draw accurate historical clothes. Good for inspiration, too, and the Victorian section is handy for steampunk fans!
That's all I have for now, but I'll see what else I can dredge up!
