I suggest that creatures don't retire, so that the newcomers have chance for obtaining them.

Two thirds of the retired creatures are old donation creatures, the remaining third minus two are event creatures. The last two were limited quest creatures.

Almost all of the retired creatures are still available though through breeding. Some, if not most, of the ones that are unbreedable have seem limited re-release so its possible it could happen again.
